New Era Chronicles: History Compilation

112 years have passed since the last of the Shinobi wars came to an end. The world has changed dramatically since: technologically, politically and geographically. Despite the half century of peace, blood was once again shed, primarily through the use of third party mercenaries. Recent innovations only served to provide a bigger economic incentive for soldiers, surpassing even the warring states period. Newly engineered weapons and advances in human augmentation helped further facilitate the efficiency of violence. The result was an endless series of proxy wars supported by infrastructures that had once existed to maintain peace. When combined with political ineptitide the consequence was the failure of governments on a worldwide scale; now proving incapable of ending the escalating conflicts. As the five great countries declined in power the very same private military groups brought to prominence were left to fill the vacuum in their stead. One of these groups, the Brave 7, guided by the right political allies rose to the highest of aspirations; influencing an entire nation. Thus the Land of Fire became the United Zensho Empire. The regime that followed sought to bring further change to the nature of war, to subdue and control on its own terms. With the age of Shinobi coming to a close, and the Art of Ninjutsu on the path to extinction a new era unfolds.

Three Great Mercenary Armies:

Very few mercenary factions have grown to the point of rivaling a small village, even fewer to challenge one of the main Hidden Villages. While there were many mercenary groups that sprung up during the years following the Fourth Great War these were the dominant forces that openly shaped history:

Zaidan:
One of the first mercenary bands to spawn in the new era. Zaidan was first employed by the Land of Lightning when it began to exhaust its military forces in Kirigakure. These mercenaries brought temporary peace to the war-torn isles through extreme methods. Those methods would be the precursor to the iron grip rule of the 'Rakurai' faction. Zaidan was ultimately responsible for Kiris descent into further fighting in the future, from to the petty cutthroats to the ambitious criminal gangs; all would bleed inside its borders. Later this military outfit merged with Brave 7 and became assimilated; Its leadership being the exception, who disappeared from known history

Brave 7:
Brave 7 began not as a standard mercenary company but as a small faction within Konohagakure military. It was founded by seven young novice soldiers who distinguished themselves in battle during the Sunagakure campaigns. Disillusioned by the spread of fear used to promote war and their governments decision to succumb to it by atttacking its once closest neighbor; they chose to withdraw from their positions after their part in the war was over. It would be six years later when the seven would reunite as commanders of the Brave 7 Mercenaries. Together they allied with smaller nations to lead the local populations into some semblance of independence. Moreover, the original seven commanders would fight on the frontlines with the rest of their allies despite their status as founders. Such acts cemented the Brave 7 as one of the few factions to make efforts in helping the common people, and in turn their reputation brought additional recruits in droves. The reverence wouldn't last forever as a rift formed when, eight years into its creation Brave 7 merged with Zaidan. After that event came the felling of Rain country, subsequently Konoha hired them for exclusive use and made paragons of the company by erecting statues in honor of its founders. These controversial decisions would single handedly decrease their numbers by half, a testament to the gravity of the betrayal. The original commanders have not been since fighting alongside their troops since.

Crimson Scions:
The origins of the Crimson Scions can be traced back to the elite families of Kirigakure. When the Land of Water began to financially diminish so too began the preempt exodus of its nobility, now forced to abandon their seats of power. Even during escape the top political class made plans to return to their homeland, and support an alternative party to continue its puppet rule, once the upcoming revolts had settled. To that end they struck a mutually beneficial deal with their former foes: the hated clans of Kirigakure, historically at odds with their governments leadership. Thus began a long and profitable relationship between the two: Kiri nobles and the kekkei genkai users they had once demonized. The former would have a force to serve their interests abroad as well as periodically cause chaos in their home village, preventing it from reforming without their influence; while the latter was funded and organized into becoming an exceptionally strong vassal army. The Crimson Scions derive their name from their funders self exile, their intent still set on reclaiming the land they had themselves disrupted. Despite that they are one of the few Great Mercenary Factions to not make their presence openly known in a host nation, prefering a covert, managed approach.

Shinobi Countries:
Shinobi countries once involved Kage, Daimyo and a ninja force. Its economic system was intertwined between all three factors. The advent of the Zensho Empire has upset that relationship and brought the near end of this type of governance,

Land of Fire/United Zensho Empire:
After a disease outbreak and Naruto Uzumaki's death Konohagakure underwent an intense climate of fear. This brought about structural governmental change. That environment allowed the Kaisai political party to prosper, while manipulating the populace for its own benefit. A consequence of its policies was the killing of a Sunagakure civilian, heralding the return of war. With each military victory the Land of Fire saw itself regaining its former glory. Left unchecked this resulted in its annexation of neighboring countries. As other lands came to increasingly rely on mercenary forces in place of standing armies, Fire country proved no exception. Once Sunagakure fell to its invading force, the Kaisai government pressed its advantage and reformed the Land of Fire into the United Zensho Empire. This brought about the dismantling of the Shinobi system for both Fire country and the newly annexed Wind, replacing Ninja with its own force, the 'Senshi.' Additional change came in the way of technology, which forms their armies unique fighting style. While mercenary groups under Zensho employ may still contain ninjutsu users, its official force is thoroughly managed. It accomplishes such, with each Zensho squad being managed by a Handler; a leader who can control the squad through their advanced augmentations. By controlling who has the ability to mould chakra, and under what terms one can, the United Zensho Empire plans to bring permanent peace to all peoples. In more recent times UZE has continued its past aggression, adopting 'Ninpo', or what it would come to be known as, 'Ninjutsu extermination' to law. Enemy Shinobi are now considered a threat by the Zensho nation, either captured and converted to its forces, or killed.

Land of Wind/United Zensho Empire:
The Land of Wind was a formerly independent country until becoming absorbed by the Zensho empire. Like its closest ally, it too suffered from weak leadership after the death of its Kage. After a viral infection that originated in Konoha spread to Sunagakure the decision to close off the borders was seen as reactionary by many. This act would be remembered by Konoha citizens as the day the Land of Wind turned its back on its longtime ally. With the rise of the Kaisai government in its neighboring land the deed was repaid against Suna, from which it would take much longer to recover from. Once Sunagakure fell, invading forces waited out the few ninja still willing to fight. Most succumbed to disease or the long drought that came after. In a testament to its desert environment residual sand ninja remained a hinderance to occupying forces for thirteen long years, before the country was integrated into the UZE completely.

Land of Earth:
Kurotsuchi, the fourth Tsuchikage proved a far more capable leader than either of her predecessors. Not only did she emphasize medical and technological research as a ruler, but she made great strides to ensure the efforts would see tangeable results. In that respect she sent medical divisions to her allies during their contagion, this was a key point in Konohas return to prominence. Konoha's Kaisai political party did not share the sentiment, and their 'Leaf First' policy considered Earth country aid a recompense for Naruto Uzumaki's sacrifices in the earlier era. Instead, the leaf chose to annex Waterfall and Grass countries, which Iwa understood as a veiled threat to its sovereignty. Not willing to appear weak against a possible Konoha invasion Kutotsuchi recalled her aid from Suna. This made it easier for The Sand to be occupied, as the next invasion targeted Wind, not Earth country. Now politically outmaneuvered she lost face in her homeland and planned to invest heavily in military armament in the following years; her earlier expenditures now viewed as a waste of resources by the village elders. Many looked to those very same elders who still held great respect in Iwagakure for leadership. The fourth Tsuchikage was soon deposed from power as the Land of Earth adopted a council government ruled by the oldest among them. Isolationism soon followed and Iwagakure largely retreated from the world. Rumor was Kurotsuchi had been killed when refusing to give up power, but given Iwa's isolationism it has never been verified by outside sources. In later years Iwa, like its ally Kumogakure relied extensively on mercenaries to fight off Zensho attacks. It largely restricted itself to funding outside groups, rarely deploying its own military for anything but defense.

Land of Lightning:
Once considered the only equal military rival to Konohagakure, postwar Kumogakure governance placed too much trust in its own power. More importantly it underestimated Kirigakures long history of bloody internal wars, and it became entangled in its perpetual struggle. It proved a costly endeavor and the catalyst for Kumo becoming the power most dependent on mercenary forces in future battles. Even more so after Kumo lost their best combat squadron, the Rakurai Faction. Outside of its military initiatives, the Lightning did show varied strengths. Early in his reign Raikage Darui made notable progress expanding his countries status beyond martial prowess. Together with Iwagakure, Kumogakure was able to complete the first major technological achievement, Project NERVE- which would lay the groundwork for later Zensho dominance. The Lands of Lightning and Earth would also build friendly relations and once again unite, but the next time would be under arms, fighting against the newly founded Zensho Empire. Now, a superior rival.

Land of Water:
Presently Kirigakure is a lawless country, torn apart by various feuding groups and criminal gangs. This wasn't always the case. Originally, it was the first of the five great nations to rid itself of Kage rule by implementing a Republic Democracy. Not everyone agreed with the dissolution of shinobi rule however. Just when it seemed Kiri was on the verge of another schism, Chojuro, then Mizukage accepted the peoples will and stepped down from the position. Now in his middle age he, along with many of the older generation decided to travel the land, leaving the country in the hands of the young. In the years that followed, Kirigakure became a puppet democracy ruled in truth by special interests from outside of the political scene. The situation worsened when, despite industry booming elsewhere its own progress stalled back home. After many failed projects and business ventures Kiri was plagued by an economic recession. Soon, protests became violent demonstrations reflecting the average persons frustrations. As the country grew destabilized its political leaders evacuated and left the country to repeat its violent history. Kumogakure was quick to offer aid to Kiri by successfully quelling a rebellion before the spillover affected other lands. To this end, it was an entirely practical and measured response. From Kirigakure Ninja perspectives however, it was interpreted as a hostile occupation. Having descended from a long line of civil wars The Land of Water knew how to fight using guerilla tactics and did so effectively for many years. In the advent of Zensho Empire aggression elsewhere, Kumo decided to leave a residual force to maintain security while it reorganized its own military. Thus came the rule of the Rakurai faction over the peninsula.

Affiliates:
Various groups that make up the diverse factions in the new century. The rise of some have led to the downfall of others. Alignments have been forged by the actions rippling across history.

Senshi:
The Senshi operate with use of cybernetics in order to either improve or sometimes entirely replace certain body parts. This allows them more effective use of traditional jutsu; along with the efficency of performing them, no longer requiring handsigns. Furthermore, as opposed to ninjutsu which is drawn from the self by moulding spirit and physical energies; the Senshi elicit their power from their augments, the users own chakra only used to facilitate the faster drawing of chakra from the interface. In this way Senshi can fight longer battles without depleting their own resevoir, while allowing the UZE complete influence of its soldiers through augmentation control. The Zensho nation accomplishes this by assigning a 'Handler' to each Senshi squad. Handlers are proven fighters who can transfer chakra between augments or act as arbiters and shut off an insubordinates implant entirely, and by extension inhibit their entire chakra pool, limiting them to only taijutsu. The more augments a Senshi has equipped unto their body the bigger their overall combat potential becomes, but it also gives a Handler greater dominion over their body. Handlers are specifically chosen for their innate chakra signature compatibility with their squad, as augment control does not transcend squads universally, with the exception of the truly gifted Handlers. Senshi view their Augment techniques as the next evolution of Ninjutsu because it allows the common man to become as strong as a Jonin in a relatively short time. However it is not Ninjutsu, and somebody trained in only augmentation techniques would need to learn the Ninja arts from scratch to perform Ninjutsu, while a skilled Shinobi would pick up the Senshi arts with few difficulties, outside control. This puts the Zensho in a precarious position when advancing its empires influence.

Rakurai:
Rakurai are a group of Kumogakure Special Operation squad members dispatched to relieve its main army in the Land of Water. As the Lightning Country prepared for battle against the UZE it left the security of the isles to these shock troops. Tasked with putting an end to the civil war that had broken out, Rakurai ninja undertook devious tactics to sustain order. The first of which was to work within the disorder of their environment. Accordingly, a primary initiative involved allying with militias in Kirigakure, regardless of their previous activities or affiliations. Principally the 'Sons of Mizu,' who were then built up to take out the other rogue factions. The plan was to arm them, identify them as a target against other groups, while keeping them at manageable levels to be taken out afterward. So, the Rakurai division came to fight alongside the very same militia groups Kumo had funded, to little stable success years earlier. Yet, the Sons of Mizu in particular, grew faster than expected, and as they came to flush the outer islands of insurgent camps, they too became a problem for the future rebuilding of Water country. In contrast, Kumo ninja themselves lost irreplaceable numbers during their battles in Kirigakure, all while their temporary allies gained footholds and gradually absorbed defeated groups. Seeing themselves as merely displacing multiple extremist pocketgroups for one well organized group, they began to lose hope for their original mission. Not willing to resign her soldiers to failure, the leader of Rakurai ops struck a deal with the Sons of Mizu: Rakurai forces would not interfere with Mizu control of the rest of the islands, as long as they were allowed the capital of Kirigakure as their sole independent territory. The deal was agreed to, yet the Kumogakure forces grew demoralized. Years passed, and they came to believe their government had abandoned them to die with no support in sight. Consequently they renounced their allegiance to their nation, and Kirigakure came to be ruled by the Rakurai regime with an iron grip; the sole island within the Land of Water without internal conflict. Despite everything, its overlords were determined to not fail their original mission. In present times the descendants of the original Rakurai soldiers have grown into the roles of their predecessors, just as their forefathers settled in the land they had once arrived to save.

Sons of Mizu:
Initially a petty street crew active during the Water Country civil war, run by an upstart punk by the name of Zane. They were promptly suppressed and jailed, along with many other smaller gangs of this time period. The indiscriminate imprisonment and disproportionate sentencing planted resentment in the hearts of many young Water islanders. Zane proved different, he converted his anger into ambition and took advantage of his confinement by developing contacts within the criminal underworld. By playing on the dissatisfaction of the other young prisoners he came to expand the numbers of his gang. Tt would be a whole decade before the release of the young adolescents, now grown men, into society. Upon their newfound freedom they were approached by Rakurai forces and accepted their security proposal: After suppressing the worst of the outlaws they would be afforded a leadership seat in the new government; in turn, Rakurai would have accomplished it's original goal of peace. But Zane trusted the foreign Rakurai troops no more than the failed Kirigakure administration before it, and consciously acted with those sentiments in mind. Nonetheless, the Sons of Mizu were outfitted with the tools neccesary to bring order in their country, and proceeed in eliminating rogues while absorbing the groups they could. Unbeknownst to their benefactors, after the Sons of Mizu subdued an island they would liberate its prison population as well. The former inmates, by Zane's instruction, would then head to Kirigakure and focus their attacks there. Through repeated use of this tactic the Rakurai squad numbers dimmed, while Zane's infuence only became stronger. This forced Rakurai to concede the outer lslands to the Sons of Mizu, who proved to have no interest in governing, only to provide the environment for the strong to thrive. They had become a formidable criminal faction in the Land of Water and enabled many others to rise in their place as they elected to recede underground. Though rarely making themselves known, their presence is felt decisively across the entire islands, and their reach has been known to extend even to Kirigakures inner haven.

Niju:
An organization of double agent spies under the employ of Zensho forces. While it is common for Niju to practice Ninjutsu, it is not expected, for even regular civilians are of use. They are typically deployed in conquered lands and adjacent territories. Their faction tends to function in collaboration with Senshi of Shinobi Hunter Divisions in order to capture and convert recruits for the empire.

Guardians of the Seal:
Created by the leaders of each country immediately after the last war. With the end of conflict came the question of what to do with the Bijuu, the greatest living embodiment of chakra left in the shinobi world. Many proposed letting them roam free without human interference, Naruto Uzumaki among them. Other smaller villages suggested keeping them within the boundaries of a rotational system, eager to hold power equal to the Great Countries, it having been long denied to them. There were flaws with both systems, one would retain the failed Jinchuuriki deterrence policies, the other would put the security of the weaker villages at risk. After many hours of negotiating a compromise was made between members of all nations: A new order would be created to safekeep the 9 Bijuu while granting them the freedom they had long been deprived of inside a human host. Additionally, to keep true balance each country would be represented in this new organization. The Guardians of the Seal were founded with each nation supplying 20 quality shinobi to its newly granted land, the former Mammoth Graveyard, Madara Uchihas once infamous base. Also, the Guardians would pledge neutral indifference to all future political events before being accepted into the group. More importantly, Guardians would dedicate themselves to protecting the Bijuu from those seeking to seal them away for their own selfish purposes. Through the decades, they would go on to successfully guard their newly founded land with barrier jutsu seals learned after Uzumaki Villages restoration. In modern times the group has earned the reputation of a 'Guardian Sect' for their members intense dedication to their cause, bordering on religious zeal. As of 112 ASW the only Bijuu not under GotS guardianship are the Eight and Nine-Tails. Because the Kyuubi was not extracted before Naruto Uzumakis death it is suspected to be reincarnated soon.

Shinobi:
For decades Shinobi have been the standard military force for Hidden Villages. Despite that, Mercenary factions brought the decline of national armies. While there remains a high number of people still able to manipulate chakra, the ninja system has been splintered by the shift of Konoha, Suna, and Kirigakure. As a consequence, the amount of Ninjutsu practitioners has decreased dramatically outside of Lightning and Earth country. In contrast, Water country still holds knowledge of the old ways, but after an occupation has fallen to violence, and is now unconcerned with the outside world. The latter Lands of Wind and Fire however, have dismantled their previous identity altogether. With the rise of the Zensho Empire came the elimination of Ninjutsu users in its lands and the emergence of Zokyojutsu, Augment Techniques. Shinobi are now hunted, and if unable to be controlled by an Augment, killed by Senshi. The only forces hosting a standing shinobi army now are the two Hidden Villages of Kumo and Iwa, where even they have undergone some level of structural change.

History: Exact birthplace is unknown, but Ruisuki was predominently raised within the westernmost region that spans UZE territory. In his early youth he was influenced by his grandfather's stories of fighting in the Fourth Ninja War for the Allied Shinobi Forces on behalf of Iwagakure. These tales of the time of ninjas instilled a strong sense of justice in him. Simultaneously word spread of Zenshos brutal Ninpo policy. Sensing the fans of war brewing anew, Reylin Noburo decided to take his grandson under his own tutelage and teach him the declining art of Ninjutsu for his own protection. However, these lessons were eventually discovered by Ruisukis mother, who under fear of Zensho punishment, then forced his grandfather to leave their small community. After Reylin's departure, Ruisuki spent the next several years continuing his training by himself in secret. Without a master to study under progress soon came to a standstill; thus by the age of fifteen Ruisuki left his hometown and made his way to the Land of Earth in search of a mentor. During his travels he encountered a man knowledgeable in Ninjutsu and hoping to learn from him, revealed his own skills. This led to his capture, for he was Niju, part of a group of paid informants planted and bribed by Zensho scouts whose objective it was to infiltrate uncontested lands and flush out remnant ninja. As he was brought to the capital of UZE, Ruisuki was confronted with the Ninpo ultimatum: be conscripted or die. He's belonged to Senshi academy ever since.

History: Before making his way to the UZE capital Seiji lived in Kirigakure until turning thirteen. Orphaned from a young age he survived by petty theft until recruited by a neighborhood gang when he proved himself a capable fighter. Following that he made his way through theft, intimidation, and when needed, his own fists. As his groups notoriety grew they became a target for others to take notice and act against them. The ensuing battles led to the demise of all but a handful of his friends. Shortly after that, those who remained followed their leaders decision to disband and make their way alone. Seeing the other islands offer no better future he left his homeland and emigrated to the UZE.

Personality: Having lived a relatively easy life free of conflict in the reformed Fire Country, he is a fairly passive individual. Physically weak but intellectually strong, seeks to remedy his combat disadvantages by learning as much about the world as he is able.

History: Being the only child from a powerful arms development family, Hatoru grew up with unlimited resources at his disposal. However, because of this he felt immense pressure under the responsibility of his families expectations. This led him to retreat into himself more often, isolating him further from the source of his anxiety. It was surmised that Hotaru would grow up to design the very tools used by the Senshi in war just like his forebears preceding him. This all changed during a trip he made with his father to one of the colonies in the outer UZE districts, where a newly developed weapon prototype would be tested. It was then he was witness to an ambush by a group of Shinobi who successfully infiltrated the Empire in an attempt to steal his fathers weapon cache. The assailants were repelled by local Senshi units and eventually captured, with the weapons subsequently reclaimed; but it came at the cost of over 50 civilians deaths and the leveling of an entire block. This event cemented Hatorus deep disdain for his own weakness. The next year he enrolled in the Senshi program, against his families wishes.

History: Born to one of the small villages in UZE occupied Land of Wind, his family was forced to flee from one of the many skirmishes that plagued the borders. Ryota then settled into a UZE controlled colony for the next three years. Recently hes made his way to the Zensho Capital and enlisted in the academy's Senshi program.

History: Kyutaro first served the Zensho Empire's interests as a mercenary fighter for the "Black Rose" company where he distinguished himself for his unorthodox tactical maneuvers. His entries into the battlefield usually began by outflanking the enemy and ended by routing them before allowing a chance of retreat. Through circumstance he would one day gain the opportunity to lead this group; oddly he instead chose to hand control to an enemy-turned-comrade, Chiba. Soon afterward he gained notoriety and was accepted into Zensho's Senshi Military: Shinobi Hunting Division, where he relished the hunting of bigger game on a smaller scale. Following numerous assignment successes he was promoted to official rank and went on to teach his unconventional war methods to new Senshi recruits at the Academy. None have replicated his genius yet.

Personality: Chiba the academy instructor and Chiba the warrior are two different men. No, two different beings. The former is an indifferent nonchalant character who is seemingly only in his position at his ally Kyutaro's request. The latter is as if man-turned-beast is unleashing all its rage upon humanity.

History: Once hailed as the undisputed king of one-on-one combat, he was a force felt on the battlefield. His career began working for a small mercenary band, the "DeathRavens" where he fought against Kyutaro's "Black Rose." When his commander offered to surrender to the enemy Chiba killed him and led the vanguard himself. While the Deathravens began to turn the tide with their initial advance, they began to be gradually picked apart by Kyutaro's repeated strike-and-retreat strategem, with each entry whittling them down further. Nonetheless, Chiba remained when his forces finally broke and began to retreat. Conscious of his creeping death he challenged the Black Rose mercenary leader to a final fight, where out of pride, he consented. The battle ended with Chiba digging his hands through his throat. Kyutaro took charge immediately and, strangely instead of ordering his death or seizing power for himself, offered leadership of the Black Rose to Chiba. Recognizing an equal he agreed on the condition that they change the name. They then went on to win every one of their subsequent battles together. The enemy armies either breaking one at a time through Kyutaros maneuvers or outright through a duel with Chiba. Many chose the latter, thus Chiba earned his title.
