Just finished season 1 of Korra again. I think Kuvira and Amon were the best villains.
Zaheer was cool, but I still think he could have killed Eska Desna and Tonraq when he freed P'Li.

Amon had such a cool hook as villain. Was disappointed to find out it all came down to aaterbending though....and how he was defeated(not taken out)

No, most... Some bills require 2/3 or 4/5 to pass... so a simple majority sometimes isn't enough and tends to lead to gridlock on real changes.
