You know all of the hokage are extremely likable. Cant say the same about the other village kage. Tobirama sure created some iconic jutsu. Everyone is riding on his jutsu. I wonder why the shadow clone was a forbidden technique?

Probably to all the dangerous and dirty tricks one can use with it. Remember how Itachi liked to blow up his shadow clones? Imagine all the suicidal combat that would be unleashed if Kage Bushin was massified not only in Konoha but to the other villages...

Now that I think of it, have we seen a Shinobi outside of Konoha using it?

It looks like keeping it as forbidden jutsu has kept Shadow Clones from being used by enemy shinobi.

thats the regular version. The multi shadow clone jutsu is the forbidden jutsu and thats used by very few konoha ninja
